Monsters belonging to the Punisher class, the most dangerous monster category in the games. These creatures act as punisher and executioner, and typically appear to those who subconsciously know their own guilt and/or intense feelings of remorse and their own desire or need to be punished. They also serve to help their victims realize why they are in Silent Hill in the first place. They are usually large humanoids in overall appearance and show immense physical strength; they include the canon monsters Pyramid Head, the Butcher, and the Bogeyman (though it should be noted that the Bogeyman is unique in that it serves the reverse -- the desire to judge others).
